While this ministry pioneered the revitalization of the city, it began in the Resistencia of Argentina. That None Should Perish, a 1994 book, describes the story in great detail.

Members are encouraged to put their money where their mouth is to help eradicate structural poverty in all its forms. This idea is further developed in Prayer Evangelism: How to Change the Spiritual Climate of Your Home, Neighborhood, and City (2000) and Anointed for Business (2004). TOW is based on five paradigms, which include changes in the spiritual climate, government policy, and church institutions.
